How to bid MDOT highway contracts
The Mississippi Department of Transportation takes electronic bids through Bid Express at a monthly letting in Jackson. Each proposal needs a 5% bid guaranty.
The Mississippi Department of Transportation (MDOT) publishes its monthly Notice to Contractors, letting documents, bidders lists and addenda on its Bid System site.
1. The notice
Each notice lists the calls (contracts) for the letting, with the county, a description and completion terms. For the Oct. 27, 2026 letting, MDOT said electronic bids would be received at 10 a.m. from the Bid Express service and read publicly shortly after at the MDOT Administration Building in Jackson.
2. Proposals and plans
Proposals and plans are bought online at shop.mdot.ms.gov. MDOT posts a bidders list for each letting showing which firms bought plans or a proposal; the list updates every five minutes.
3. Bid guaranty
Each proposal must be accompanied by a bid bond, cashier's check or certified check for 5% of the bid, payable to the State of Mississippi. A bid bond must be signed or countersigned by a Mississippi resident agent or a qualified nonresident agent, with a power of attorney.
4. Licensing
Bids over $50,000 require an MSBOC Certificate of Responsibility (Miss. Code 搂 31-3-21). See our licensing guide.
5. Watch the letting
Our bids page reads MDOT's letting feed every day. After a letting, MDOT posts as-read and checked bid results with the state estimate for each call.
