MDOT's Nov. 24 letting: US 80 median barrier job in Hinds County, estimated at $10 million to $15 million
Call 16, moved from the October letting, installs median barrier on US 80 between Clinton-Raymond Road and Shaw Road. Seven contractors had bought proposals by Oct. 31.
The Mississippi Department of Transportation's November letting, on Tuesday, Nov. 24, 2026, so far has one call. MDOT's letting feed lists Call 16: median barrier installation on US 80 from Clinton-Raymond Road to Shaw Road in Hinds County, federal-aid project HSIP-7314-00(040).
The same project was Call 16 on MDOT's notice for the Oct. 27 letting. It did not appear in the October bid results, and MDOT's feed now lists it for Nov. 24. MDOT's estimate memo for the October letting put it in the $10 million to $15 million range. The October notice gave 234 working days for completion.
More than barrier
The project number carries the HSIP prefix of the federal Highway Safety Improvement Program, and the October notice's advance "information only" quantities show a corridor rebuild as much as a barrier job. Among them:
- Fine milling: 116,868 square yards, and about 14,500 tons of asphalt pavement, including leveling
- Removal of 14,527 square yards of pavement, 5,425 feet of curb and gutter and 55 signs
- Combination concrete curb and gutter: about 25,000 feet across three types, plus 7,370 feet of special-design curb
- Concrete sidewalk: 5,318 square yards, with 856 square feet of detectable warning panels and 1,683 feet of pedestrian safety railing
- Traffic signal heads: 120 across six types, after removal of existing signal equipment
- Landscaping: 56,056 square feet of bed preparation and more than 1,000 cubic yards of bark mulch
- Colored, imprinted concrete median and island pavement: 2,790 square feet
- Work zone law enforcement: 2,766 hours, two changeable message signs, 2,580 feet of portable median barrier and 4,000 feet of barrier to remove and reset
The quantities may change before the letting. MDOT posts addenda for each letting on its Bid System site and in an addenda feed, and any changes to the November proposal will appear there.
Who has bought in
MDOT's bidders list for the November letting, which updates every five minutes, showed seven firms that had bought a proposal as of Oct. 31:
- Hemphill Construction Company (Florence)
- Joe McGee Construction Company (Lake)
- Key, LLC (Madison)
- Lewis Electric (Flowood)
- Necaise Brothers Construction Co. (Gulfport)
- Simmons Erosion Control (Lake)
- T. L. Wallace Construction (Columbia)
American Field Service Corporation of Madison had bought plans. Several of these firms also bid in October: Hemphill was low on I-20 in Warren County, Key was second there, and T. L. Wallace was low on the I-55 widening in Madison County. A specialty firm buying a proposal can signal plans to bid as a prime, or interest in the job as a subcontractor.
How to bid
Bids are opened at 10 a.m. in Jackson. In the October notice, MDOT said electronic bids would be received from the Bid Express service and read publicly shortly after. Proposals and plans are bought online at shop.mdot.ms.gov. Each bid needs a bid bond, cashier's check or certified check for 5% of the bid, payable to the State of Mississippi.
Mississippi law also requires a contractor's Certificate of Responsibility number from the State Board of Contractors on bids over $50,000 (Miss. Code 搂 31-3-21). Nonresident bidders must attach their home state's current preference law, if any, or the bid will be rejected.
Context
The November call follows an October letting in which 15 calls drew $347.3 million in apparent low bids, and 10 of the 15 came in over the state estimate. Hemphill, Key and T. L. Wallace were among the October bidders.
